Underneath this message box is a Browse button

Click on it.

Up pops a box that says: Choose File

Locate the picture you want to do on your hard drive.

Select it (enter attachment will load).

Press the Open button on that dialog box.

When you click below on Post New Topic, or Preview Post... Your picture will appear in the message.
