Actually it is not uncommon for the smaller dog to become alpha over the larger one.. It is not very safe for it to be taking food away...
is the smaller dog older? I would suggest feeding Shelby, seperately..

Try taking the toy from the smaller dog and give it to the bigger dog and play with the toy with the bigger dog. Do not let the smaller dog join in. Then give it to the smaller dog play with it with the toy and then try it together with both dogs. Your little dogs seems to think she doesn't have to share. As for feeding Put them in seperate rooms until they are done eating. Or can you feed them together then take the smaller dog out of the room till the other dog is finished.
